CERF aims to provide support to the victims of armed conflicts and natural disasters in a timely and reliable way. Through general advance financing, the Fund does not need to wait for an official commitment from the donors and the available funds can be used flexibly. This means that CERF can already be on-site in the first days following a disaster. In addition to the financing of acute crises, 'forgotten' or 'under funded' emergency situations are also supported.
Flanders has been contributing to this structural emergency fund since 2011. Between 2011 and 2015, the annual contribution was 300,000 euros. In 2016, the Government of Flanders decided to double this amount bring it to 600,000 euros to further substantiate an integrated emergency approach. With an annual contribution of 600,000 euros (40% of the emergency budget) going to CERF, Flanders wants to commit its emergency budget to the current humanitarian challenges in a structural and effective way. CERF's financial support is fully in line with the international commitments made at the World Humanitarian Summit and the principles of 'good humanitarian donorship'.
