Summary: The Protocol aims to strengthen the Outline Convention by expressly recognising, under certain conditions, the right of territorial communities to conclude transfrontier co-operation agreements, the validity in domestic law of the acts and decisions made in the framework of a transfrontier co-operation agreement, and the legal corporate capacity ("legal personality") of any co-operation body set up under such an agreement. Summary: Protocol No. 12 provides for a general prohibition of discrimination. The current non-discrimination provision of the European Convention on Human Rights is of a limited kind because it only prohibits discrimination in the enjoyment of one or the other rights guaranteed by the Convention.
