Combating HIV/AIDS in southern Africa (UNAIDS)
Duration: 2011-2015 Budget: 3.000.000 With this cooperation Flanders wants to continue to commit itself structurally to combating HIV/AIDS in the region of southern Africa. Duration and budget Since 2006, the organisation receives structural support from the Government of Flanders. Flanders decided to renew the cooperation agreement with UNAIDS for the period 2011-2015. To this end, 3,000,000 euros have been earmarked. Problem definition Of the 33 million people who are infected worldwide, no less than 60% live in the southern African region.

Cooperation agreement between Flanders and the United Nations World Food Programme (WFP) 2012 - 2014
Duration: 2012-2014 Budget: 3.000.000 In 2011, the Government of Flanders decided to extend the aid to the World Food Programme (WFP) structurally. Since 2008, the Government of Flanders has already granted specific support to the country programmes of WFP in Malawi and Mozambique. The current aid covers the period from 2012 to 2014. Duration and budget The contribution for the period 2012 to 2014 amounts to three million euros. Problem definition Between 2007 and 2009, the number of undernourished people rose sharply, reaching the sad peak of more than one billion people in 2009.

Grant for an update of the guidelines for cervical cancer detection, 2011
Duration: 2011 Budget: 309.102 Through this grant, the Government of Flanders wants to make sure that cervical cancer can be detected more rapidly in the partner countries of Flemish development cooperation. The grant will be used to update the guide. The Government of Flanders already lent its support to the creation of this guide. Duration and budget An amount of 309,102 euros was earmarked for this project. Problem definition Cervical cancer is one of the most treatable cancers.

National Climate Change Programme
Duration: 2011 Budget: 275.000 With this grant the Government of Flanders seeks to contribute to the Fast Start Financing (FSF) budget which is to enable countries to adapt to the impact of climate change. Duration and budget An amount of 275,000 euros was earmarked for this programme on the 2011 budget. Problem definition About 98% of the victims of climate disasters live in developing countries. These countries are more sensitive to climate change.

Grant for pilot early detection of tuberculosis in Mozambique, 2011
Duration: 2011-2012 Budget: 590.695 Through this pilot project, APOPO intends to accelerate the detection of tuberculosis in Mozambique and subsequently reduce the spread of this disease. Duration and budget This pilot project will last for one and a half years. If the project is evaluated positively, APOPO will launch a second phase which will consist of an increase in scale of the action. The grant amounts to 590,695 euros. Problem definition In comparison with other countries in sub-Saharan Africa and the rest of the world, Mozambique is faced with a high number of TB infections.

Duration: 2011 Budget: 300.000 In 2010, the theme of the Studio Brussel action was "laat een weeskind niet alleen" or "do not abandon the orphans". The Government of Flanders decided to contribute 300,000 euros to this action.

Grant for sexual and reproductive health among young people in Mozambique, 2011
Duration: 2011-2013 Budget: 974.604,45 Since 1997, the NGO “Pathfinder International” has been implementing programmes on family planning, reproductive health and HIV/AIDS in Mozambique. The most important target audiences are adolescents and youngsters.

Grant for accelerating the detection of HIV/AIDS in Mozambique 2011
Duration: 2011-2012 Budget: 1.037.796 This project wants to accelerate HIV/AIDS tests so that patients already receive their results on the very same day. This will allow treatment to start sooner. Duration and budget This project runs for one and a half years and is subsidised for an amount of 1,037,796 euros. Problem definition Mozambique is faced with a high child mortality rate. HIV/AIDS contributes to a total maternal and child mortality rate of no less than 25.4%. The government endorses the need to drastically reduce this percentage.

Grant for improving access to male circumcision in Tete Province, Mozambique 2011
Duration: 2011-2013 Budget: 375.000 In the field of sexual and reproductive health, Flanders has been supporting a number of new initiatives in Mozambique since 2011, including this one. This project is aimed at increasing access to male circumcision in Tete Province. Duration and budget The Government of Flanders’ contribution towards this two-year project amounts to 375,000 euros. The project will run until the end of 2013. Problem definition The two main problems of the Mozambican health sector are the lack of well-trained health personnel and the poor health system.

Grant for better access to save drinking water, hygiene and sanitation in Kasungu, Malawi 2012 (Red Cross)
This project was supported by the Government of Flanders via a contribution to the Studio Brussel action "Music for Life" 2011. The theme was diarrhoea. Together with lung infections, this is the main cause of death in children aged under five. Duration and budget The project will run for three years. A total amount of 300,000 euros was earmarked. The project started in July 2012. Problem definition Everyone has the right of access to safe drinking water. However, in Malawi only 74% of the population has this access. Moreover, there are huge regional differences within the country.

Grant for maintaining the national immunisation rate through a sustainable vaccination policy in Malawi, 2012
Duration: 2012-2014 Budget: 1.999.934 With this programme, the Government of Flanders wants to help support Malawi’s national health policy and reduce child mortality (MDG4). Duration and budget The Government of Flanders allocates a grant of 1,999,934 euros to this sustainable vaccination policy. The programme started in 2012 and will end in late 2014. Problem definition The health care sector in Malawi is under pressure, especially due to a shortage of medical staff and the lack of diagnostic and therapeutic capacity.

Grant for the reinforcement of the health care sector in Mozambique, 2006
Duration: 2006-2015 Budget: 20.000.000 Through sectoral budget support the Government of Flanders wants to help finance the Mozambican health care sector. Duration and budget Since 2006, the Government of Flanders has donated two million euros annually to PROSAUDE, the joint fund for the financing of the health care sector by foreign and international donors. This system is also called SWAp (Sector-Wide Approach).

Duration: 2009-2013 Budget: 10.000.000 The Government of Flanders contributes to the extension and reinforcement of the health sector in Malawi. Duration and budget From 2009 through 2013, Flanders annually invests 2 million euros in the Malawi health sector. Problem definition The public health sector in Malawi needs to be strengthened and extended. However, this requires long-term structural investments. Practical implementation The Flemish contribution is made in the form of sectoral budget support to Malawi.

Grant for the distribution of antiretroviral therapy in the local communities of Tete Province, 2012
Duration: 2012-2015 Budget: 1.170.000 With this project Doctors without Borders wants to monitor patients who are being treated for HIV/AIDS and TB. Duration and budget The Government of Flanders earmarks 1,170,000 euros for this project which runs from 1 July 2012 to 30 June 2015. Problem definition One of the biggest problems with HIV/AIDS is the monitoring of patients during antiretroviral (ARV) therapy. The regular health care system is currently unable to monitor patients closely and guarantee their treatment.

Duration: 2012-2017 Budget: 1.178.829 The ICRH project is a research project intended to offer information about the cultural reasons behind people’s use or rejection of family planning, and is mainly designed to give the Mozambique Government information which will allow it to adapt its policy better to the needs and culture of the population. Development of an international network around agroforestry in southern Africa (ICRAF)
Duration: 2013-2014 Budget: 1.500.000 The consequences of climate change have a great impact on agricultural techniques in southern Africa. Belgium committed to contributing to Fast Start Financing for climate actions between 2010 and 2012. The different federated states make contributions to this as well. In the past, Flanders supported a trial project (CATSBanks) which integrated forestry as an agricultural practice. The findings of this project were rated positively.

Agroforestry and Food Security (ICRAF) 2013
Duration: 2013-2015 Budget: 400.000 The Government of Flanders decided to allocate a new contribution to the World Agroforestry Centre (ICRAF) in Malawi. This organisation has been one of the partners of Flemish development cooperation since 2009. Duration and budget A contribution of 400,000 euros is charged to the 2013 budget. The programme will start in the spring of 2013 and will last three years. Problem definition Deforestation is a huge problem in Malawi.

Grant for the monitoring of parliamentary committees on labour, agriculture and food security in South Africa, 2012
Project: Monitoring of parliamentary committees Partner: Parliamentary Monitoring Group Duration: 8.11.2012 – 7.11.2017 Budget: 200.000 euro With the support of the Parliamentary Monitoring Group, Flanders wants to help monitor the government policy on employment and agriculture and promote the participation of civil society around these themes in the relevant government policies. In this way attention is devoted to good governance in South Africa and the accountability towards citizens is increased. The Parliament of the Republic of South Africa consists of 52 parliamentary committees.
